paper tags on cars

I know they changed up the paper tags recently, but it seems they are MUCH harder to read and now I am noticing paper tags all over everywhere



I have some "problem" neighbors I have mentioned on here before and even one of my neighbors was commenting on how many of the cars that pull up over there have paper tags on them



and these cars are JUNK.....I mean total JUNK like $400 dollar cars that even the worst dealership on earth would not sell because they are in such poor condition and the liability would be massive.....but they have paper tags and the most money you can make off of a $400 dollar car is $400 dollars gross if you got the car for FREE



what is the deal with the paper tags does anyone know and why are the newer ones so much more common and it seems easier to fake and apparently the ALPR (plate reader) on cop cars no longer works with paper tags or my local police are ignoring all this JUNK on the streets



also my neighbors seem to keep out of state tags for months at a time......how does the state not pick up on this because obviously not inspected or registered and I would imagine uninsured and probably unlicensed



any ideas on how the paper tags have gotten so out of control?
