Voltage regulator issue?

I'm pretty sure I'm just going to buy a replacement voltage regulator and be done with it, but i thought i'd throw an issue up here for you folks to comment on anyhow.

I fished all day Saturday with my Dad, and things went great. Caught fish, boat ran fine, etc. On the return trip in, I noticed my VHF radio flashing a "HI BATTERY" alarm. I looked at my console gages, and the volt meter was pegged at 16V. I don't know how high the voltage actually went, but the volt meter only reads to 16V. I brought the boat down to idle, and the voltage dropped to around 14V. I would take off, and everything was rosy for about 3 or 4 miles, and the voltage would spike up again. Slow down, let the voltage drop, take off and run 3 or 4 miles, and repeat. This is on a 120HP Force outboard. A new voltage regulator is about $130. Not too bad, i suppose.

I guess I always assumed the voltage regular would go the other way and start dropping voltage. Any of you guys have this sort of trouble before?
