tilt/trim down but no up???

1982 evinrude 90hp I've been rewiring my whole boat and almost finished but ran into my first problem. My controls I can here the click when I push down and it will tilt down but when I press up I get nothing. I cut wires from motor (blue, green) and placed them directly on battery and it will go up and down depending which is on which terminal. I'm thinking its the button on the controls. I found one on ebay and I'm going to call shaver street marine in the morning to see what they got. Just want some advice before I buy something I may not need. Thanks
