top water tail sits down in water

Just curious how people's top-waters sit in the water when looking at them. One of my super spook juniors sits with it's tail fully submerged and all you can see is the nose out of the water and it's bobbing up and down like a cork. I assume this is not normal. Is it supposed to float evenly or is the tail supposed to be slightly down into the water? Thank ya.
