Evinrude 130 tilt problem

I was under way and the tilt went up for no reason and wouldn't go down so I turned off the motor and it still was trying to go up. finally had to disconnect the trill switch on the motor.

Does anyone know if this is a problem with the actual tilt switch or the relay?
