Over votes in Harris County today?

Edumacate me. Harris County uses electronic voting machines. It will not let you vote for more than one candidate in a race. Why are we seeing over votes in today's Election Day results on Harris votes? (Not looking at early voting results with paper ballots.) The only thing I can think of is paper ballets that were mailed, received today and counted as today's Election Day votes.
