It's November, It's déjà vu all over again!

I have a LA license, my buddy in the boat next to me has a TX license. I catch 10 nice flounder, he catches 2 and winds it up and goes home! Anyone ever wonder why? What's wrong with the mind set between the two? Who's right and who's wrong? I believe in conservation, he believes in conservation! I adhere to the reciperical agreement between TX and LA, he does the same! No one knows definitively which water is TX and which is LA, depends on which game warden you are answering too! Looking at the number of fish boated, there is obviously no shortage of fish! No body in their right mind would hire a TX guide to catch two fish and watch a LA boat load up! Who launched where? What a silly rule! Which state has the data to justify their scientific decisions? Actually, which state has any scientific data AT ALL? Only the fishermen can right this stupid discrepancy between the two and give all of us an equal right to both our natural resources. I'm headed fishing to catch my TEN!
