Electrical Question

Had to cut part of the yard's sprinkler for some repairs. Guys repaired the pipes and reattached the three wires. I go to the control panel and the sprinkler will turn on at the station area the guys were working but it won't turn off. Had to turn off the water at the main.

Could this be because they crossed the wires when they reattached them?
