EVA

Been trying to find answer in search..I ordered 1" EVA for 1" rod handle.Its a little loose..What do I do to tighten it up before gluing it on..Should I wrap handle to shug fit with Masking tape/duct tape/electrical tape..Before I glue it ..and what Glue while were at it ...THX
