The Mysterious Spoil Mounds Outside Rockport?

I have been going down to Rockport for 20 years and about the last 10 go 37 to 188 and across Port Bay. Do any of you know what the huge mounds and ponds are on both sides of the road? They are building more of them and has struck me as odd for the last couple of years as to the fact that not many people I've asked know what they are or their purpose.
