Steering wheel slipping

After sitting up this winter my motor was hard to turn, even though I grease the cable at all of the necessary grease joints. Anyway while turning my wheel to break it loose, my steering wheel slipped and now there's a couple of places it slips when turning to the left. Any ideas what I've done? Do I need a new steering cable? New helm? Also any idea what that might cost?
