west end Galveston launches

I haven't been to the Sea Isle launch in a very long time. Is it free to the public, or at least pay per use by the public? Also, the launch behind Rusty Hook bait camp, on Tidewater: from street view it looks like it's private, and chained. Anyone know the story with that launch? Thanks...
