New Savage 223

I won a 223 Savage with a 3-9 Nikon Scope. Went to sight it in today and had the following trouble. Windage was fine, the trouble was elevation. It stayed true left to right, but would shoot high then low. I use to reload years ago and played with powder variations in shells, and learned that less powder would shoot lower and the hotter the load would shoot higher, with the same primer, bullet etc. My question is do you think the rounds I was using had powder variations? Hornady 55 grain 223. Im going to try Remington 223 65 grain hp.
