Prop Help Please

Just repowered my Majek 18RFL with a new 2014 etec 115. Started with a 17 pitch and was hitting 6000rpm with throttle left. Jumped to a 19 pitch and was hitting 5800rpm with throttle left. Both 17 and 19 were Evinrude Rogue Props. Then I called Bauman and they said to add cup and that would lower my RPMs. So I got a really aggressive 19 pitch from Jack forman in port lavaca and it lowered my RPMs and hole shot was great but im only getting 28mph. So now im waiting on a 21 pitch prop to try out and see if I can get the good hole shot but with a little better top end speed. Im not looking to go fast all the time but I would like to see 40 to 42mph for those rainy days running from storms or emergencies. Whats yalls opinions?
